For the first time ever, Caracas, Venezuela ranks as the most expensive city in the world for expatriates, according to ECA’s Cost of Living Survey. The capital city ranked seventh last year, but a 60 percent rise in the price of goods and services used by expatriates pushed Caracas to the top spot in 2013. ECA’s survey compares a basket of like-for-like consumer goods and services across 440 cities around the world (items such as groceries and tobacco are included, but the comparison does not cover items such as school fees and car purchases since they usually fall under expatriate packages). Coming in second was last year’s number one, Luanda, Angola; followed by Oslo, Norway; Juba, South Sudan and Stavanger, Norway.
